Applying Eye Make Up-Why do I receive red dots around eyes after applying eye cream?

Question by Lil Boop: Why do I receive red dots around eyes after applying eye cream?
I notice that after applying eye cream underneath my eyes, a few days later I start to get small tiny red dots. They don’t hurt, itch or anything but I was just curious. This is the second different eye cream I’m trying.
